The St. Eustatius Health Care Foundation (SEHCF) is responsible for the organization and delivery of primary and acute healthcare on St. Eustatius.

SEHCF is in a phase of continued organizational development. In recent years, important steps have been taken to strengthen quality of care, governance, leadership and operational foundations. The coming period focuses on consolidating these developments while further strengthening organizational processes, communication and collaboration, both internally and with external partners.

The role

As a member of the Management Team, you contribute directly to organizational development, governance and decision-making while building on the strong foundations already in place.

You will lead and coach the HR & Communications Officer and the Education Coordinator, working closely with managers and internal and external stakeholders across the organization.

You are responsible for further developing and implementing HR, Communications and Learning policies while ensuring their consistency, quality and long-term sustainability.

In this role, you help safeguard continuity and quality of care by strengthening people processes, improving internal collaboration and fostering a professional culture in which teams can perform, learn and adapt.

You will drive organizational change in a structured and thoughtful way, balancing strategic priorities with operational realities in a small-scale, high-impact healthcare environment.

In addition, you will further develop Learning & Development as a strategic pillar within SEHCF, ensuring education, training and professional growth remain closely connected to quality of care, workforce sustainability and future healthcare needs.

Key responsibilities

Human Resources

  • Develop, implement and safeguard an integrated HR strategy aligned with SEHCF’s organizational development agenda.

  • Ensure the correct application of the CAO BES and provide strategic HR advice to the Management Team.

  • Strengthen workforce planning, recruitment and employee retention.

  • Further develop and embed the performance management and appraisal cycle.

  • Support organizational development, culture, employee engagement and wellbeing.

Communications

  • Develop and oversee internal and external communication strategies.

  • Ensure communication supports organizational development and change initiatives.

  • Coordinate external communication and strengthen SEHCF’s organizational positioning.

Learning & Development

  • Develop, implement and safeguard a structured Learning & Development strategy.

  • Translate organizational priorities into education and training plans.

  • Embed learning into daily practice through coaching, on-the-job learning and train-the-trainer initiatives.

Leadership, governance & external collaboration

  • Lead, coach and develop the HR, Communications and Learning team.

  • Contribute actively to Management Team decision-making and organizational governance.

  • Coordinate collaboration with healthcare providers across the BES and CAS islands.

  • Maintain strong relationships with unions, educational institutions and external advisors.

Your profile

You are an experienced HR professional with strategic insight, a calm leadership style and the ability to combine long-term vision with practical execution.

You bring:

  • Proven experience in a senior HR role, preferably within healthcare or the public sector.

  • A coaching and supportive leadership style.

  • Experience with organizational development and change management.

  • Strong knowledge of HR processes and employee relations.

  • Affinity with communications.

  • Experience with, or a strong affinity for, Learning & Development in healthcare.

  • The ability to work effectively within a small organization and close-knit island community.

  • Excellent command of English; Dutch is considered an asset.

Quality at SEHCF

SEHCF has significantly strengthened its focus on quality and patient safety through improved policies, quality management processes, incident reporting and continuous improvement initiatives.

As part of this ongoing development, you will contribute to strengthening the quality management system, patient safety initiatives, audits, policy development, incident investigations and organizational improvement projects.

This role offers broad exposure throughout the organization and the opportunity to work closely with management, healthcare professionals and support departments while directly contributing to the quality and safety of healthcare on St. Eustatius.

Practical information

  • Position: 0.5 FTE

  • Presence on St. Eustatius is highly preferred, or willingness to regularly work on the island.

  • A hybrid working arrangement, combining off-island work with regular visits, is possible.
